Best Software for resizing images without loosing quality

Anything that has a "scale" or "rescale" option should work. Also anything that can save as PNG or let you choose the quality level for JPG.

I have mtPaint and it has those options:

You can't resize without loosing quality,it's all about not loosing too much quality and that means that you can only resize a picture by a little.

Not quite. Going smaller would not cause a loss of quality, but going larger would.

Honestly, when I want to resize an image, Windows Paint does fine for me.

Going smaller also destroys information,it's just much harder to tell the difference.

When you go smaller, the number of pixels are reduced. That can be equated to a loss of quality. That, however, can be tied to visual perception. By that I mean how the brain sees the image. Irfanview (cited above) provides a simple way of reducing image size. As you downsize, the pixel count is reduced, but the eye sees the smaller image as having more or less the same quality. That would only get "bad" if you then try to enlarge the picture using the reduced pixel count.

Rescaling can make a smaller picture look better than simply resizing though.

Using this picture (1280x1280):

Resizing simply picks one of the pixels, while rescaling tries to blend the pixel into a color in between them that makes sense with it's surroundings.

I think you can try IrfanView once. I'm not recommending this software. I'm just letting you know that I'm using it and it can help you resizing images without loosing quality.

Note: Minor difference in quality will be seen after resizing images.
