He wasn't a shapeshifter, but an omnipotent being that could take any form he wanted. If you include him, you might as well include the Q.

Damn! Killing people just thinking about it. He made a whole race extinct with a snap of his mind. Can Q do that also? Or can he only alter the environment around people? And what's his (both Dowd and Q) radius of power? If Dowd can kill people light years away with a thought, he's pretty much God?

The Dowd (Kevin Unbridge or something like that) can kill people with a thought, yes. However, Q sees everything, past, present, future. He stated in one episode when he tried to get Riker to join the continuim that the Q's are scared of the humans. Not for what they are now, but for what they will become. Humans are destined to become more powerful than Q, who could be anywhere at any moment in time.
