I have a Dell 400SC with P4 2.8G and 800FSB...At what setting should i run the 2X256 PC3200 400Mhz RAM to get the best performance...

Find out the lowest latencies they can handle using memtest86 (google to find it) and use them. Also enable dual channel.
 
Do you have to enable dual channel? Doesn't the BIOS auto-detect it? I've never seen anything in my BIOS about it.
 
It might be called something like "PAT - Performance Acceleration Technology". Check the mobo manufacturers website to find out what it's called.
