Best Settings for export on Adobe Premiere?

I'm trying to get this 1min file down to around 5mb, but when I do it looks so terrible the quality. What are the best export settings to get this video looking decent and small.

I've tried using this so far:

Cinepak codec
320x240
Frame rate: 15fps
depth: millions
audio: 11025 hz
8- mono
uncompressed

The only closest I've come to 5mb was using a quicktime codec, but still looked horrible. help a brutha out.

Hmm is there any Mpeg settings???


Any way you go,to get a 1 minute video down to a 5 meg file its going to look bad.
