well, what do you need this for?

Noise level?
# of HDD bays?
EATX? ATX? SSI-EEB/CEB? Proprietary?
Does it need to be a server case? Some desktop cases take E-ATX boards.

Plus, please answer my questions from before.

There are many cases out there. You need to be more specific in your needs. I can suggest a $100 case or a $800 case.
Plus, if you only need ATX, just get a standard PC case.

Build a Backblaze-style storage pod and tilt it on its side.
45 * 3.5" drives in a 4U-size.

I'm planning on using a Fractal design r4 for my server when it Is time for me to add another drive. It has space for 8 3.5" drives, I can use 5.25"bay adapters for more, it's silent, understated and good quality.

Fractal Define XL + 2 3 in 2 hot swap bays in the 5.25" bays will get you 16 drives and be under budget.

Well as cases go maybe there is a search engine like at newegg, that lets you select the number of drives and just search for a list.

your not gonna make it unless u use swap bays on any single case.
