best sata pci or pcie card on the cheap

i went to buy a new sata card (not sure if mobo sata slots are damaged...) id like one under 40.. pcie or pci internal ports prefered but guess i could loop it back into the case.. i went to buy one and see tons shit brands and bad reviews..
 
To preclude degrading performance go with PCIe if possible. Either way, you can't go too far wrong with a generic Silicon Image based card. Look up the chips for desired features and quantity of ports then compare cards and cost. Avoid those lacking a flash BIOS. Get the latest BIOS and drivers direct from SI.
