Best Router/Cards vs. best networkable OSes

Hey I have recently been commissioned to set up a wireless network for one of my friends who is networking a desktop and laptop together off (I assume) a dynamic IP cable connection.

When I set up my current home connection years ago, I've had problems w/ my roommates being unable to access the network through XP home. I had to reformat their main partition and install XP pro on their computers, which instantly took to the network with virtually no setup or tinkering. Even 98 booted up perfectly once wireless card drivers were installed.

Does my problem lie in my:
-OS?
-Wireless card? (USR and Dlink)
- Router? (USR)

Any assistance would be greatly appreciated. Hardware recommendations would also be greatly appreciated.
