Two good programs for testing memory are Memtest86 and the Memory Bandwidth benchmark in Sandra.

Memtest86 is primarily for testing memory stability at a given memory frequency, Vdimm and timings.

Sandra memory bandwidth benchmark is good for measuring bandwidth for a given set of memory timings.

'Best' memory timings is usually defined as the timings that provide maximum memory bandwidth at a given memory speed, and differ greatly depending on variables such as memory chips and motherboard chipset, memory controller, etc. It would be foolish to accept 'best' memory timings from someone with different system memory and different motherboard chipset.

Hope this helps!
