Best quiet and powerful cooling * $

What is the best cpu cooling, that is really quiet and actually cools?

It looks like either pelteir or water cooling kits.
Of the 2 what is the quietest, and easiest to use?
How safe is water cooling?
What are some good products?
What is a good controling card, to keep the kit from going to cold?

Im going to put it into a cooler master 110, and don't want to have to mod the case much.

I got a austin 450 watt that came with my chieftec case, and it's friggin silent, and works well with a lot of power sucking stuff..
 
If you're already prepared to pay for watercooling, give the slk900 with a 92mm panaflo fan some consideration.

Most people I've seen who use peltiers these days combine them with watercooling.
