mpg2vcr... assuming the encoding of all clips is the same. I use it to remove commercials from BeyondTV records.

Ive been using tempgenc to edit mpegs. only have the trial version though.

okay well im at work and i normally don't login from here but i just had to put in my 2 cents for this thread since nobody else has said so, you don't need a program if you're wanting to merge MPEGS windows can do it go to a command line and get to the directory in which the mpegs are inside of and do a

copy /b MPEG1.MPG + MPEG2.MPG + MPEG3.MPG = FINAL.MPG <ENTER>

btw not sure if it works for other video types but does work for MPEG, make sure you have the names correct including cases.
