Just got a dvd burner about a week ago and after some research I went with TMPGEnc DVD Author. I can't say it's the best but it was easy to use and did a great job.

TMPGEnc is very good - but Cinema Craft Encoder gives better results for DVDs. TMPGEnc is considered better for SVCDs and the like.

Cinema Craft is a MPEG2 encoder, not an authoring tool. If you're looking for the best authoring tool, it's Sonic Scenarist. Be prepared to shell out a few thousand for it. For home use, TMPGENC DVD Author is pretty good. Depending on the state of the file, almost any of the DVD/Movie apps will work well. If you need to re-encode the audio or video, then BeSweet and CCE are your best bets.

BTW the only thing I wish TMPGEnc would do is let me add audio to the menu. Or maybe it does and I just haven't seen the option.
Also I use MainConcept MPEG encoder to convert files to MPEG 1/2.
