Check your power management settings, By default, some lappies lower performance when on battery power.

Specifically under the advanced power plan settings, under 'processor power management'. I would expect (ie, what I consider to be normal/ideal) 'minimum processor state' to be set to 5%, and maximum as 100%. That allows features like Cool n' Quiet or SpeedStep to clock the processor speed down when it's not needed and for it to crank up to 100% when it is.
