Best Price/performance multimedia card

Hi All,
What is the best price/performance multimedia video card? By that I mean mpeg1/2/(4) encoding/decoding, optimizations for multimedia instructions, TV-out (video in if possible).
I know at the high end, its the ATI Radeon 8500DV AIW, but I don't need all those features, and even though the price is dropping, it's still out of my budget.

But I definitely want the TV out (super video), and Mpeg encoding/decoding (for DVD etc.). How about the ATI 9000 with tv out? or the Radeon 7000 tv out? Any insight is much appreciated.
 
The Xtasy Everything 5564 is something to consider, however, personally I would get the ATI AIW 7500. Get the retail which comes with all the goodies. You can get it from newegg for $130.
 
I'll second the AIW 7500, I've been using mine for months..great card with a mature feature set. Another consideration would be perhaps one of the new 9000 cards. I've seen a couple of VIVO models, including an improved s-video input over the original 64 DDR VIVO card. The 9000 cards also support the Component output dongle, so if you have a DTV...could be a real bonus.
