I like the Corsair VX450. It doesn't have modular cables, but it's excellent and rated very highly at silentpcreview.com . I just bought it a few days ago for $65 shipped on buy.com with Google Checkout.

it just goes to show you what happens when you cheap out on your power supply actually better what could happen if you used a cheap power supply.

Personally I wouldn't pay anything less than $110 At least at $110 you can buy a seasonic which makes corsair psu's (the 520hx and 620hx, I think thats right models)

Seasonic also mfg's the two $40-$65 psu's mentioned in this thread: EarthWatts and Corsair VX450. Overall the VX450 is the better value for several reasons:

1) uses industrial grade capacitors
2) has a 33A 12V rail (EarthWatts is also a single rail)
3) is one of the quietest fan cooled psu's on the market
4) comes with a 5 yr. warranty
 
Earthwatts 500 is good up to 34A x 12V with 3 yr warranty. Main filter cap is Nippon Chemicon. Fry's had this item for $30 to $50 over the last two months.

Yep, earthwatts are the by FAR best bargain psu out there. 80plus efficiency, quiet, seasonic made. With some of the cheap sales, you can get em for $30-40 and you'll have a FAR better psu than most of the other $40 junk. Of course the best budget psu imho is definitely the Corsair VX450, also seasonic made, better components, can power basically ANY SINGLE GPU SYSTEM OUT THERE. Just buy it, nuff said...should be around $60-70.
