best PnS for $250ish?

That's a good one. But, i'd find out what type of pictures he likes to take. Mostly outdoors, i'd be looking at a superzooms (but they are not pocket sized). Mostly indoors, id be looking at the sd4000 ($275), sd 4500 ($300 but 10x zoom), or the best of the pocket sized low light s95($400).
Find the camera for the individual. There's so many to choose from. My experience says the pictures are priceless and you only get one chance. Shop your features, not price, as the differences in price are a dinner at Chili's you'll quickly forget.

I'd imagine mainly indoors as he has a brand new son, and its late fall her with a looooong winter ahead :)

I am thinking the DMC-ZS7 only $264 in black and $25x in blue at amazon right now.

I am not sure on the low light performance, the S90/95 would be much better in low light, but that 12x zoom on the ZS7 is pretty awesome to have.

Thanks for the suggestions guys, but we're getting "a tad" over the $250 price point now :)

I'll browse that link Alkemyst, though it is from 2009. I'll google up too for 2010 version of such a list.

Yeah I sent her a link to the SD4000 explaning why it would be the best bet overall (due to low-light) She can make that decision from here on out.
