Best places for a non profit to buy MS software?

Hi - so I'm trying to find the best possible deal on MS software for a non profit organization. Most non profits can order from http://techsoup.org/ - but unfortunately they do not sell to health care related non profits (I work for a hospice - which cares for terminal patients)

Anyways - we contacted MS directly and they donated most of what we needed - a number of copies of both Windows XP Pro and Office 2003 Pro - but not enough copies. They also gave us Windows Server 2003 and 20 user cals - not enough cals either. So we need to buy about 20 cals and about 15 copies of both windows xp pro and office 2003 pro.

I simply don't understand why MS couldn't have given us more licenses than they did - I mean they gave us all the software we asked for - just not enough of it... I guess I can't complain due to the price - but still it's odd.

We already do have Windows XP Home on many of the computers - but we need pro. Is there any way to do a clean install of xp pro using an xp pro upgrade disc? I mean it would be entirely legal - it's just I don't want to install xp home then install pro over the top of it. Very sloppy.

So - does anybody have any advice for us? This software is going to be horribly expensive otherwise. And sorry if this is in the wrong section...
