Best place to ground?

The parts for my first home built computer are coming later today, and I have one question remaining about the upcoming build:

Where is the best place to attach my anti-static wrist band?

So far the consensus is to attach it to an unpainted part of the case; however, each source differs slightly, some saying to have the PSU plugged in, and some saying not to have it plugged in.

Does anybody here have any advice? New ideas besides attaching to the case are welcome as well.

Shouldn't really matter if the case is plugged in or not. The point is to bring yourself to the same potential as the case. Simply touching the case will do this.
 
the whole idea is to connect yourself to ground(literally). So having the power supply plugged in is better because the third pin(round pin) of the power cable connects to the ground. However, this is provided that your house is wired properly and that the power supply is good(i.e., does not shock you). Having the power supply plugged in is also a problem because you might introduce power to components unexpectedly. What I used to do was drive a metal rod into the ground, ran a wire from the rod to my room, then connect the wrist strap to the wire.

And how do you suggest someone on the space station should literally ground himself when working on electronics?

As I have Navid have pointed out, the whole concept is NOT to connect yourself to ground but rather eliminate a potential difference between you and the case
