I would say Key West, but there is a LOT of competition already. My brother just moved from being homeless in Key West to having a job and a friends couch in Detroit. No joke. He did the food service/cook/bouncer tour of duval and off-duval and the season/economy got the best of him so he moved up and is doing construction work now.

I would next say its best somewhere decently warm and somewhat liberal - so maybe Atlanta?

Denver has one of them most homeless-friendly social policies of any city. Thus, there are a shitload of homeless.

Should a homeless person be allowed to "volunteer" for jail if the jail has space available? Meaning - they abide by all of the rules and get locked up, but without the criminal record, and they can leave whenever they want?

It would prevent them from commiting a crime to go there if that's where they wanted to be.

Last time I was in Key West it seemed there was a homeless guy sleeping behind every bush.

Probably some place south, like Toronto, or even more south. Basically a place where I wont freeze my butt off. There's also lot of bridges and stuff there to live under. Underpasses would be great to bum money off cars going at 0.001km/h at rush hour.

Detroit isn't a bad idea. Plenty of free housing. What would suck is the lack of wifi to leech. If I were to go without net access, I think I might prefer West Virginia.

interesting idea. but it would never fly, even if it made sense. but it wouldn't be a bad idea to just steal stuff. if you get away with it, you get some money or food or whatever. get caught, and it's still success

I saw a recent show about India where the Hare Krishnas had taken over providing meals for the local prisons in the Bangalore area. Apparently the food is so good that people beg the cops to lock them up, prisoners are refusing bail to stay in, etc.

To answer the OP, I'd say my backyard. I know how to get in the house to use the facilities.
