Requirements;

1. Ability for users to create their own account and galleries
2. Ability to view Exif data
3. Easy to upload images
4. Very nice interface, and preferably ability to skin
5. Uploaded images are automatically reduced in size to keep server space down.

Is Gallery the only script that meets most of my requirements? Gallery, while powerful, is fairly overdone and bland....

Which do you reccomend?

Ones that come to mind are Coppermine, 4images, etc...
 
Gallery is bland... yes. But you can customize the hell out of it. That being said, I don't really know how to 🙂
 
How does EXIF data work exactly? Is it imbedded in the photo is it an external file that describes it?

Coppermine is in beta with version 1.4.1

i remember reading that they were going to implement "on the fly" resizing for large images (your #5 requirement). it may be in 1.4.x, i haven't tried the beta, so i can't say for certain.
 
Coppermine is nice, but im not a fan of the interface for some reason.... I prefer 4images, but it dosent support the ability for users to create their own galleries...

Pics would be great, but the new version isnt out yet and i need to get something running asap.
 
I wouldn't go with 4images. I ran a 4images gallery for my military friends to share pics with their families while they were in Iraq / Afghanistan. It was hard to use, resizing didn't work well, and downloading images was a pain. Go with Coppermine for much better ease of use.
 
Another vote for Coppermine. You wont be STUCK with Coppermine, it's just a good script.
