Best Picture editing software.. that is freeware

Any suggestions besides GIMP? I'm picking up an S2 and am looking to possibly get Photoshop Elements in the future, but for now i'd likw to stay in the freeware category. Any suggestions? Thanks!

this along with photofiltre should pretty much have it covered (http://www.photofiltre.com/ ) (click on photofiltre in the left nav. it's also free)
