Best phone camera ratio if i never take video?

Motorola One Action (Android 10)

I'm trying to keep the pic size small so it eats less data when i send pics via txt msg or WhatsApp.

I'm using Open Camera and there's 3 options for small sizes:
1920x1080 (16:9, 2 megapixels)
1920x816 (40:17, 1.6MP)
1440x1080 (4:3, 1.6MP)

Which one is best if I never take video?

1920x816, it's one of the two smaller choices and closer in aspect ratio to a phone, or monitor from this decade+, instead of 4:3 ratio so the recipient can see a larger scaled image on screen.

That's unless the shape of the thing you're taking a picture of, is closer to 4:3 so if you frame the object into the viewfinder/screen then you make better use of the pixels.
