Looking for a cooler for my X2 555 that's unlocked to an X4. The max I want to spend is around $30 but I might be willing to go higher if there's something significantly better. Would like something reasonably quiet that will allow me to overclock to around 3.6-3.8 while unlocked as a quad. I was looking at the Hyper 212+ at Fry's for $30 but I figured I'd ask here first. Would this be the best cooler for the price or should I be looking at something else?

That is the best cooler right now for $30. You will be happy with your purchase.

I have the Cooler Master Hyper 212 first version....and it keeps my E7200 at 26c at idle, and never goes over 39c at load.

I have a push/pull configuration fan setup. One 120mm blowing through the sink, and one on the other side pulling it out. Then above it (Antec P182) another 120mm for exhause and then another 120mm in the back to exhaust.

I have a hyper 212 on a x4 620 @3,25, loaded it's about 45C which is like 15C better than stock cooler, night and day.

Not sure on performance for AMD, but I've seen the best bfb temps from a Mugen 2 (This is probably getting old). Had it running on a friend's 955BE @ 3.6 loading around 48c. IMO, it's very justified for around $40, but it'd only be useful if you need a more powerful heatsink. Oh, and, it's also fucking huge. If you're looking to OC around the cap for most chips, Mugen 2 would probably scale better.
