Your a big guy. Have a look at the Charger & Magnum by Dodge. You can get the SXT models used for under $20K and a RT Magnum can prolly be had for under $20K as well.

You will feel cramped in a 3-series BMW. It is no bigger than a Civic.

I'd go for a for Crown Victoria, Mercury Marquis or a Lincoln Town Car. Lots of scoot, smooth riding and not hi-profile for cops giving tickets. Go back a couple years though. The new ones look like kiddie cars (small). I saw an unhappy cop in one the other day.
