Best PCI graphics card

My brother has an old Dimension 2350 that doesn't have AGP or PCI-E graphics slots. What, is the best PCI graphics card? Is there one even worth bothering with?
 
Titan Quest currently. Probably nothing any more aggressive than that. The computer has a Pentium 4 2.2Ghz processor and a few gig of memory.

In a word: no.

For even light gaming you're going to need an upgrade. But these days it's pretty cheap to get nice performance for older games.

2GB DDR2-800 $20-30
4670 $70

So for about $200 you can redo his innards and TQ will fly.
 
Unfortunately he doesn't have any money for any kind of an upgrade so I will have to see what I can get my hands on for parts thus I wanted to see if there was a point in a PCI card.
