Best PCI card with tv out for $50 or under?

It must be PCI, have tv out, and be shipped for $50 or under. So far I'm thinking about ordering a sapphire radeon 64mb pci card unless you can find something better. Image quality should be biggest factor, this will not be used for gaming so that is not a concern at all.

Im not sure which saphire you're talking about, but I managed to get a Visiontek Radeon 9100 PCI 64megs for $30 after rebates and I know the same could have been had in 128 for 50$... It does everything I've ever wanted a second card to do- thats for sure

...except the 9100 PCI doesn't have TV/out.

As it is, if you want a Visiontek PCI card with DVI-I and TV/out, then take a look at their 9200SE, which includes both, but at the cost of a large performance hit due to its 64-bit memory controller.
