Best Parental content filtering/spying software

One of the guys at my company wants me to set up a laptop for his 7yo daughter. He said he wants to be able to monitor her activity (without her knowing) to make sure their talking with her is working yadda yadda..

He said he went to a presentation where a guy from the FBI showed how vulnerable kids are on the Internet. He recommended eBlaster. I am seeking other recommendations because it looks like eBlaster did not get the best reviews.

What's good parental software?

 
For a windows based solution, there is the freeware K9 Child Protector.

Ubuntu Christian Edition includes parental control software, if you are more into Linux.

As far as tracking what she is saying on an instant messenger, might I suggest a hardware key logger that sits between the keyboard and the PC (you can get USB or PS/2 types)? Software key loggers tend to set security software off like a pinball machine and this way you can help ensure that the logs will not be remotely harvested.
 
I'd always suggest making sure your kids PC use is always within your eye sight. Or rather, make sure it's in a public place where you can see what he's doing. At some point you'll have to respect his/her privacy, until then you have the right to monitor them any way you please.

It's better they know you're watching what they're doing rather than "spying". You lose trust that way sometimes. 🙁

That's really the best advice. There are lots of ways to log and control access, from the router at the boundary of the home to setting up internal proxy servers. But if you do that you'll need to be vigilant. Reviewing logs and counseling the kids takes commitment and time, and the setup can overall be a little more fragile for home admin. Over time I have evolved from monitoring to putting the boxes in the living room and walking in there regularly 🙂.
