My sister wants a LCD monitor for when she starts university in a few weeks. She's willing to pay $500 Canadian (~$360 US) for an LCD monitor, or up to $400 (~$290 US) if the monitor's only 15". She doesn't play "real" PC games (ghosting isn't an issue with Java puzzle games, right?), and she doesn't do any graphical Photoshop-type work.
She just wants a LCD that doesn't hog precious desk space, and is affordable for her. The question is, which one is the best value? She'll probably be happy with anything that doesn't have tons of dead pixels, but she'll be using this monitor for a long time, so I want to help her pick one that doesn't suck.
