What is the best Navigation app for the iPad Mini 4 Wifi only ?

Can I use my LG G2 phone's GPS if need be by tethering ?

iPads don't have a GPS chip unless you get the LTE versions, the WiFi versions work with WiFi networks, but they're not quite as good.

After all than, Apple Maps and Google Maps will take care of you, neither is perfect, but they're both free.

Is it possible to use a Bluetooth GPS with a Wifi only iPad?

Checkout the Garmin GLO. That's my plan to make a Wifi IPad work for GPS.
