Best National ISP? (Excluding AOL!!)

My parents are moving but aren't certain where they will finally settle down and want a ISP that will work pretty much anywhere.

Anyone have suggestions on who would be their best choice? I was thinking Earthlink but their unlimted dial-up is $21.95/mo which seems pretty high to me!

You might look into Access-4-Free, they have POPs most everywhere and cost a max of $10/mo.
