It's a command-line program like the old L3enc and L3dec, but you can get a front-end like razor lame for it. It's the best encoder I've ever used, be sure to use VBR with it for best performance. The MP3s come with much less perceived distortion than Fraunhoffer.
Also, check out the MAD plugin for MP3 decoding...it does for playback what lame does for encoding.
How do they expect any windows users to use lame? all they provide is source. i actually have visual c++ 6 installed, but there is jack for documentation on how to compile it in windows.
LAME = the holy grail of MP3 encoding. I just don't understand why anyone would use anything else for MP3 encoding (take Xing for instance). Dmitry's page has some of the latest alpha builds of 3.90, and a ton of other goodies.
I use Exact Audio Copy (EAC) as a front end for LAME. It's easy to set up, in the settings EAC you just point it at LAME as the means to do the encoding.
No, LAME is its own codec -- not another remix of Fraunhoffer, but the majority of other codecs are based on fraunhoffer. LAME really excels at VBR encoding.

The LAME encoder is available as an EXE and a DLL, while RazorLAME is a great front-end for LAME. VBR definitely takes the cake, but ABR is nice option when you desire variable bitrates and fast encoding times (VBR is slow).
I use the VBR settings with a 256 kbit/s target and 128 kbit/s minimum. I also have the level 4 quality and 0 mode settings (the highest). I still encoded about 50% faster than real time. So a 3 minute song takes me about 1:20 to encode...I can deal with that for the added quality.
