Best mouse for precision movements ??

Any optical mouse will do, although I think you would be better off with a tablet.

Wacom makes good tablets, and several other devices aimed at digital artists.
 
For real graphics precision go with a tablet. Holding a stylus normally in fingers allows much greater precision than moving a wrist.
