Best Mod Engine

Unreal 2k4 uses an exporting system (the map calls the actors in the map). It's a hassle to import/export all of the changes to a map when multiple people are working on a mod project.
Am I wrong?

If I want to make a good multiplayer mod, should I go with UT, FEAR, Quake 4, or another?

The basic ideas which you will pick up will be transferrable to the next Unreal engine, which means you will already have a familiarity with it when it's released, and it will be the most advanced tech. (And the scripting language should be staying the same)
