Best mixer board on a budget?

I have a friend who is looking for a mixer board for his church. They don't need anything fancy, just a solid mixer board, mostly microphone hookups, 12-24 channels. The one they have in his church is about 25-30 years old and he just wants to replace it.

Neither of us are well versed in mixer boards, what brands to buy, which ones to avoid, what's a good deal, etc. Any advice would be greatly appreciated!

I really don't know anything about pro audio or PA systems, but Behringer makes some inexpensive stuff, quality is hit or miss, do some research first if you choose to go that route. It seems like pawn shops always have a couple of mixing boards for some reason, it might be worth checking a few pawn shops for deals.
