Just to let you know, refresh rate means practically nothing for an LCD. It is only there as a stat in order to be compatible with video cards. 60Hz is perfectly fine for an LCD. I should know, I run both of mine at 60Hz and they look awesome. I will never go back to a CRT.
What you want to look for is mainly the response time. 25ms can be alright depending on the panel. The Dell 1800FPs that I have are 25ms and they are great. Not perfect, but more than adequate for gaming. The Dell 1900FP also has a 25ms response time, but is said to ghost alot more noticably than the 1800FP. At the moment, I think the fastest panels are 16ms which is definitely great for gaming. By the end of the year though, there should be 12ms panels hitting the streets.
If at all possible, try to either get tons of people's hands-on views of the LCDs you are looking into or go see them in person. Watch out for in-store displays though, they tend to have them on crappy video cards, the signal is split between tons of displays, they just don't have them setup properly or any combination of the above.
