Best Laptop Under $400

I don't really want a NetBook. (Small screen, not very powerful, etc)

How do these modern Celerons compare to higher class CPUs?
Is the overall build quality of these laptops junk?
Would you rather have an older generation business class laptop, or a modern home class laptop?
Are the NetBook Atom (and others) CPUs as powerful as older P4 or Mobile chips?

Thanks for your input!

a. dont expect much for $379

b. if the two were equal price, then probably

c. think closer to pIII 900-ish

They have eMachines dual core A64 laptops at Walmart here in Canada for $400CDN, so I would imagine they should go for $350 or so in the States.
