Best laptop for Kazakhstan use sub $500?

A friend of mine is looking to get a laptop for sub 500, the thing here is that they said back in Kazakhstan, it's better to get brands such as Acer/Asus because it's easier to get repaired rather than (what i would get), a Lenovo.

Could anyone recommend models for $500ish?

Only real requirement is that the screen size can't be too big, and it's a girl so she wants some laptop cover / skin for it later on.

She's only going to use it for web/surfing/whatever, nothing extraordinary like gaming.

I don't know what models you have around there, but Asus has better quality than Acer. Asus laptops do tend to be a bit more expensive than Acer, though.

Sub $500 you should be able to a mid-range Sandy Bridge with mediocre graphics, and they'll usually be 15" models.
