Best Icon creation program?

What is the best program for creating icons? I've tried a bunch of them, but most just suck.

Any suggestions?

i used to use MicroAngelo back in the day. It was really easy to use/edit.

I don't do much with icons but I'll second Microangelo as the best program for icons that I've come across.
