Best High Speed Internet in Dallas?

I've been looking around to upgrade my current 1.5mbs DSL line from swbell. I'm currently spending $20 a month, and would like to get something faster. My budget is $40 a month.

What would be the best in terms of latency, speed, reliability etc in Dallas, Texas?
