Best HDD Diagnostic Software?

Hi there,
I was wondering what would be the best diagnostic program? My HDD is transferring very slow . It was around 1.3gbps now it's running around 650mbps. Any help is greatly appreciated. Thanks in advance. My hdd is an Fantom 4tb external drive.
 
Depends on who you ask. If the drive supports SMART, check its smart with something like CrystalDiskinfo and look for anything like reallocated sector count, pending sector count, or spin retry count raw values of greater than 0. If it has a positive number of any of these, its on the way out, either developing bad sectors or it has issues with calibration on the mechanical side.
