The X-Ray engine was originally only featuring DirectX 8.1 visual effects, keep in mind that the engine is nearly a decade old. They enhanced it over time to feature DX9 and DX10 effects, but the roots of that engine are
very old. I don't know programming and game coding much, but I'm pretty sure that it didn't help, or maybe GSC is still struggling at understanding how DX10 works and it shows up in the game's performance once the effect is occurring, perhaps they used Clear Sky as a testing ground for the DX10 features that are to be included in Call of Prypiat, who knows.
