Only on max details.... the thing scales back pretty far (IE like a geforce 3 could easily run it). But hey, he asked for the best, so that would probably be the best and last i checked, the space shuttle was running 286s;)

Well WoW looks the best no matter what detail you have it on. EQ2 looks like junk when scaled back.

FFXI, 2048x1536 resolution and level 5 mipmapping and bump mapping enabled Full-shadows.

farcry looks amazing, half-life2 blew me away with the water effects, the canals are great, kotor and prince of persia 1 were very suprising, great graphics and yeah the climb up the tower, took me so many attempts

but choosing I would say farcry, the large jungles that you can roam about are incredible

Prince of Persia: Sands of Time had amazing art design, as does a fair amount of WoW
I might also add Legend of Zelda: The Windwaker to this list, as it was truly well done from a graphical perspective

PS1 - FF7 > FF8

PS2 - FFX > SSX > God of War

Gamecube - Legend of Zelda: Wind Waker > Metroid Prime

PC - WoW > WC3 (Best cutscenes ever imo)

Since the question was best graphical game, I'm going to say Quake1. At least for me, out of all the graphical games to come out, that one has held the top. Albeit, if you take multiplayer out of the question, I'd have to change my answer to possibly Deus Ex or something else.

Now, since most people are answering for best graphics of all time. That is a tough question, do we assume within the time period of release or do we take time out of the equation. For best engine, I'd answer Doom3, but best graphics as in beauty and artistic stance, that would be rough. Naturally, Farcry was very pretty, but there've been other games such as Prince of Persia, that also have an awesome look. Honestly, I'd have to round up a few games and replay them to answer what game looks the best. I tend to forget when a game looks really good unless I've screenshotted it.

Oh and here would be my console choices:

GC: Metroid Prime
