Best GPU for low budget after Pascal and Polaris launch

I am planning to build a gaming pc in about a month or two and except for the Gpu everything else looks finalised with a i5 CPU (mostly 6500) a Z170 or H110 mobo if the budget exceeds and 8gb ram. I am not able to decide the Gpu though as the release of pascal and Polaris is making it confusing. My budget is about $250 USD (+ - $20) and am looking for the best performance I can get for my money considering various factors like Dx12 performance and even if it's better in dx12 will the games that will be released support dx12? Like the maxwell cards seem to have no performance gain on Dx12 but Fiji cards show improvements. How much drop will be there with older cards? The pascal 1070 seems out of my budget and I don't know when is 1060 releasing. No idea about Polaris release date too but polaris 10 seems cheap and supports VR.

I am in no hurry to build this one and if am getting a significant performance boost I can postpone this build.

When is polaris 10 releasing? What do you expect from that card? I want a good fps (40+ atleast) at 1080 p at medium to high settings

Supposedly AMD will announce it May 26-31. 390 now sells for $310 or so and easily meets your requirements. Polaris 10 will bring that level or higher level of performance for less. Watch for big sales on 970/390X/980 too.
