Find NERO cheap. It's great for CD burning and DATA DVD's. I use DVDDecrypter (free) for burning movies.

here's a couple I've tried, though only briefly since I have commercial apps already on my pc:
http://www.burnatonce.com/
http://www.cdburnerxp.se/

They both allow burning data cd/dvds (I haven't tried audio cd's or vcd's), and one of them allows you to burn dvd videos, but you have to track down a plugin (also free). cdburnerxp would not correctly display non-roman characters on burned data disc (don't know about the other) last time I used it. These should be good enough at least to get you started (both free, no spyware to my knowledge). Here's another but I've never tried it:
http://www.burn4free.com/

And you probably already know this, but get dvdshrink to copy dvd's. Besides that, it can also shrink down homemade dvd's (for example- tv captures) if the authored files are too big to fit on dvd
