Best Free Discussion Forum hosts

I'm contemplating opening up my own discussion forum board (it wouldn't compete with Anandtech or anything like that). What are the best free discussion fourm hosts?

I know about Proboards.com, but I'm on a forum there and I'm not real impressed. Surely there must be some better hosts out there.

For $50 a year you can get your own domain and hosting service. Get a free copy of phpbb, or better yet SMF, and presto, your own forum.

But...I don't want to spend $50/year. Perhaps it would be worthwhile if I had an established, hopping forum with hundreds of active members, but for all I know they'll end up being completely empty (which is probably what happens to most forums).
