Best flash creation software & simple javascript

What are the best 'automatic' flash + javascript creation software for simple effects.

eg a colour bar shooting across the middle of a page and then various graphics appearing in a certain order.

and a small box cylcing text from brief testimonials.

I don't know flash / javascript as I only learnt some html as a side project but would like to incorporate some easy/simple effects but I don't have the time to learn new langauges.

Macromedia Flash + Dreamweaver?
Theres a ton of macromedia exchange plugins and theres a few that can do what your looking to do and more. Once you figure those out you can take it and figure out how to do your own in each.
