I don't have air conditioning in my room, and I'm not sure what kind of fan cools the room best?

I found those Ionic air purifiers, but do those cool the room too?
 
PATTON 24 inch, its not called a fan its a Indrustial Strength Air Circulator

nothing and i tell you nothing will cycle as much air as one of these for the same price
