Best/Easiest way to rename files in a folder?

I need to rename all the files to the following format folks.

After renaming they should be :

Picture 1301,1302,1303.....so on

How do I go about doin this ? Can it be done in Windows or do I need to get a 3rd party tool?

I really like ExplorerXP for its mass rename feature to do downloaded TV eps, music albums, etc.. I've never used it for what you want to do, but I've found you can do a hell of a lot with it. Its free and a small download, perhaps give it a try and see if it'll do what you need (I'm not at home or else I could see if it can do the numbering that you want to do).
 
You could write a batch file that could do that. There are some decent programs out there that have trial versions. Check out download.com or hotfiles.com.

Métamorphose is free and may work for you. I've only used it for folder renames.
