Partition Magic.

Well if running WinXP then it can all be done when installing the OS
Just follow the easy directions to create a partition during the installation.

Easiest: Partition Magic

Best: Fdisk (Win 9x OS) or, as buckchoi suggested, using the built-in partitioning abilities of XP/2000.

Partition Magic is not 100%. If you are going to use it, backup first.
