Best DVD Transcoding/burning software?

I want something thats easy to use, out of the box. Nothing needed to download. It will mainly be used for converting anime into mpeg-2 to burn into DVDs. Just nothing too expensive (like over 100 bucks).

Nero Vision 4 will do that. There are other methods that will give you better quality but they arent necessarily cheap, or simple.

One question. Does it require you to install codecs to convert the files? For example, If I have a DivX video and want to transcode it to Mpeg-2, can I do that even if I haven't installed the DivX vcodec onto my computer? This is important as this is for my sister(a newbie).

No need to install codecs the program uses its own.
