Best CPU/Graphics for gaming on tablets/phones?

The recent announcement of Deus Ex: The Fall has me considering eventually getting an Android phone or tablet with a relatively good CPU and graphics chip for gaming. My current Samsung Galaxy S Relay has a 1.5 GHz Qualcomm Krait CPU that's just fine and dandy, but its 400 MHz Adreno 225 graphics chip leaves quite a bit to be desired.

The options, as I see them, are this:

AMD's Kabini or Temash (only in tablets, obviously)
Intel's Silvermont
Nvidia's Tegra 4
Qualcomm's Krait with Adreno 320 series graphics

How should these platforms compare? And are there any contenders I'm leaving out?

I'm guessing the HD4600 will be, unless they work magic and get the HD5000 down to 7w.

On paper from what I've seen so far Tegra 4 looks to be the most promising for games. The Nvidia Shield is not too bad looking of a solution, but for one game I dont think I could pay that kind of pricing. Not knowing or expecting big releases on Android consistently is a deterrant for me.

When phones or tablets start coming out using Tegra 4 and the next round of mobile CPUs then I think it will be easier to make a comparison.
